Asteroids controller

This device was found along with the Asteroids prototype cart.  Were they possibly considering a pack-in controller?  Only one is known to exist.  First shown by former Atari employee Dan Kramer at World of Atari along with a production-labeled Asteroids cartridge; Keita Iida was the last known owner of it.
